The Charter Change Machinery is Working Again (Manigas kayo Diyan)

Quietly a resolution calling on the Senate and the House of Representatives to convene into a constituent assembly is gaining grounds. Around 150 congressmen have already signed the resolution. But the target number of signatures is three-fourths of the combined total of the senators. The Constitution provides that for both houses to convene as a constituent assembly three-fourths of the combined upper and a lower house vote is necessary. 

But what is the real reason for the charter change? Some believe it is for the extension of the term of elected officials including the president. According to Zubiri, some Palace people would like to have the constituent assembly and probably asking their friends in the senate like him to help in pushing through with the plan. But he declined for the simple reason it will not work plus the fact that it will only create troubles. 

The Senator is right, because majority of adult Filipinos (64%) are opposed to amending the 1987 Constitution which extends to term of office of President Arroyo according to the Social Weather Station. Only 15% only agreed with charter change that will prolong the term of president Arroyo beyond 2010. In Metro Manila alone, 78% are against charter change particularly on extending the term of the president. All over the country majority are opposed to cha-cha, 70% in Visayas, 62% in the rest of Luzon, and 54% in Mindanao. 

Despite the opposition of the majority of the Filipinos, Malacanang allies in Congress want the charter change to push through. In fact and anti-Charter change advocate revealed on Tuesday about an existing resolution in the House of Representatives that calls for the extension of the term of all incumbent officials including President Arroyo up to 2011.

The proponent of the resolution is  Batangas Representative Hermilando Mandanas. The House Resolution 550 proposes to extend the terms of all incumbent public officials, including President Arroyo with the supposed intent   “to better synchronize the local and national elections to afford time for the necessary transitory preparations” for the 2010 elections. This resolution may run counter to the statement of House Speaker Prospero Nograles who allayed fears on the extension of term of Mrs. Arroyo and that the presidential election for 2010 shall push through. 

Likewise the Catholic Bishops’ Conference of the Philippines (CBCP) on Monday expressed opposition to change the Constitution through a Constituent Assembly because this may only extend the terms of politicians who want to “perpetuate themselves in power.” According to CBCP President Angel Lagdameo, the Bishops only support a Constitutional Convention (Concon) but this should only come after 2010.

Gumagapang na Makinarya ng Cha-Ch

May napaulat na maraming mga Kongresista  and di umano’y nasisiyahan sa pambabraso sa kanila ng anak ng pangulo na si Congressman Mikey Arroyo at Congressman Ferdinand Martin Romualdez. Nagbanta pa nga raw ang mga ito na susuportahan nila ang impeachment case laban kay pangulong Arroyo kapag pinuwersa silang lumagda para sa Charter change. 

Natatakot kasi ang mga ibang kongresista na kapag pumirma sila para sa charter change ay baka ito pa ang maging dahilan ng kanilang pagkatalo sa kanilang distrito sa susunod na halalan. Maraming tao kasi ang ayaw sa cha-cha. Pero taktika naman ng Malacanang upang mapapirma ang mga kongresista para sa cha-cha ay ang takutin sila sa hindi pagbibigay ng kanilang mga pork barrel o pondo para sa kanilang mga proyekto. 

Ito’y nagpapakita lamang na desperado na ang Malacanang upang makakuha ng malaking suporta mula sa mga mambabatas para sa cha-cha. Ngunit malaking sagabal para sa kanilang plano ang Senado. Sabi nga ni Enrile, “impossible dream” daw para sa Malacanang ang pamamaraan na isinusulong ngayon ng lower house para sa botohan upang magkaroon ng constituent assembly. 

Maganda ang layunin ng cha-cha ngunit hindi napapanahon. Maraming bagay ang dapat pagtuunan ng pansin ng pamahalaan lalo na itong global economic crisis. Ngunit sa isang banda,  nalalapit na ring magtapos ang termino ni pangulong Arroyo at kapag nangyari iyan ay patong-patong din na kaso ang ibabato sa kanya. Ang cha-cha ay isa na lang sa mga nalalabing paraan para manatili pa sa puwesto si Ginang Arroyo beyond 2010. Ngunit maraming tumututol diyan, halos lahat na yata ay ayaw nang manatili pa siya sa puwesto. Ang question paano na kung magtagumpay ang cha-cha. Daan na ba ito para sa isa na namang matagumpay na People Power?

  4. The moral question for all Filipinos is how much longer are they to put up with a government that doesn’t represent the will of our people? (Or does it?) Is “the Silent Majority” in favor of Gloria’s aims to steal more, or are they just cowards and/or too lazy to demand her removal, along with all of his Neocon henchmen?

    Are Filipino’s silent because they are asleep to the danger the Arroyo regime is creating for them? Or are they silent because the media have confused them to the point they have given up and turned on something more entertaining?

    My question is, What are we going to do about it? Grumble and then go back to watching Pinoy Fear Factor or some other useless fantasy dreamed up by the media to distract us from our duty as free men and women?

    Or have the majority of Filipino resigned themselves to not being free, as long as the 3 kilos NFA keeps rolling along? And the rest of us, who know better, are resigned to being dragged to our fate by the rest?

  5. Impeachment of Gloria would be a good start. They don’t want to impeach Arroyo and make Noli De Castro President and they don’t want to impeach both and make Juan Ponce Enrile President, either. Reading Enrile’s gushing speech to the Senate and to Filipino people should alert us that he would be even more willing than Arroyo to use his power to restore freedom in our country.I don’t know,Maybe,I was reading Enrile’s speech way back 1986.

    Ideally, most of Congress should also be impeached for tacitly going along with Gloria Arroyo’s election cheating, but that’s not practical. We have bigger fish to fry.

    Impeaching Arroyo and De Castro, while getting someone truly trustworthy (Korina Sanches,maybe) to step into Enrile’s spot to run the country and begin a process of rooting out the Neocons in the various departments, especially at Justice Department and Ombudsman, would be a good start.

    Then let the trials begin. These drastic moves should convince those in our government who secretly sold our country to Chinese for self special interests, that the Filipino people will not tolerate any more of this madness.

    mapagpatawad naman ang mga pilipino, madali pa ngang makalimot (events following edsa 1 and 2 are testaments to it). kung aaminin niya lahat at ihahayag pati mga anomalyang kinasangkutan niya mas maraming maniniwala sa kanya. sablay man yun pagdating sa korte pero sa hukuman ng taumbayan pogi points yun.

  11. i think chacha can lead us to a better country, however once na nagkaroon na ng mga hidden agenda o mga pansariling kapakanan ang mga nagappasimuno saka lang hindi magiging maayos ang pagtakbo ng cha cha na ito!

  13. The congressman who junked the impeachment complaint for Arroyo has robbed the Filipino people again.Most members of congress that we’ve known seem to fall under the definition of a “Puppet”. In the minds of many Filipinos, these puppet members of congress are associated with Malacanang. Lest we not forget, “Intelligence does not preclude stupidity.”

    They want to rob more, they’re working to the bone to amend the Constitution and shift to a parliamentary system of government before the 2010 elections.They insist that the House, acting as a constituent assembly, can approve proposed amendments to the Constitution by a three-fourths vote of all its members without the Senate.The Constitution does not require three-fourths vote of the Senate and three-fourths vote of the House for the approval of constitutional amendments, according to these Malacanang puppet.

    The present government have forgotten to listen to the people and simply pursued their own personal agenda. they are not worthy of amending the Constitution because they have no principles and sadly, most of their commitments are up for sale according to Jose De Venecia.
